EPA is recognized as a leader across federal government in performance management, which includes performance measurement, strategic and annual planning, performance analysis and reporting, and accountability for results. The Agency continues to refine its performance management system to better support decision making and enhance our ability to achieve our mission of protecting human health and the environment. EPA's performance management is based on the 1993 Government Performance and Results
Act (GPRA). GPRA requires agencies to develop Strategic Plans, Annual Performance Plans, and Annual Performance and Accountability Reports.

EPA's 2006-2011 EPA Strategic Plan – Includes strategic (five-year) goals, objectives, sub-objectives, and associated strategic targets, which define the measurable environmental and human health results we are trying to achieve and discusses EPA's strategies for achieving them.

Annual Performance Plan and Budget – Describes EPA's annual performance targets for the next fiscal year and the funding that EPA believes is necessary to accomplish the Agency's goals and objectives, as discussed in the current Strategic Plan.

Performance and Accountability Report (PAR) – Describes our environmental, programmatic, and financial performance over the past fiscal year. Performance targets in the PAR are tracked against resources in EPA's annual budget. EPA's PAR is released each year in November.

EPA's FY 2008 Citizens' Report – Supplements the Agency's comprehensive FY 2008 Performance and Accountability Report (PAR). The report informs the general public and our stakeholders about EPA's accomplishments and challenges in protecting human health and the environment, using the financial resources entrusted to the Agency. EPA's FY 2008 Citizens' Report was released January 15, 2009.

EPA's FY 2008 Budget, Performance, and Financial Snapshot – Presents aggregate financial information, performance data, and sample key indicators of accomplishment under each of the Agency's five goals in a 2-page format this is uniform government-wide.

President's Management Agenda (PMA) – Provides ratings each quarter on progress in several PMA initiatives, including Human Capital, Competitive Sourcing, Improved Financial Performance, E-Government, Eliminating Improper Payments, and the Performance Improvement Initiative for EPA and other federal agencies. The website ExpectMore.gov informs the public about which Federal programs are successful and which need to improve performance according to the Program Assessment Rating Tool (PART). Inspector General Audits, Investigative Reports, and Hotline to Report Waste, Fraud, and Abuse – Provides audits, evaluations, and investigations of EPA and its contractors, to promote economy and efficiency, and to prevent and detect fraud, waste, and abuse. The Office of Inspector General is an independent office within EPA that helps the Agency protect the environment in a more efficient and cost effective manner.

GAO High Risk Series – Provides links to major program challenges that are impeding effective government and costing billions of dollars each year. Since 1990, GAO has identified and reported on government programs and operations at "high risk". An update of the GAO high-risk series can be found at http://www.gao.gov/new.items/d09271.pdf.

Annual Financial Statements – Includes EPA's principal financial statements, required by the Chief Financial Officers Act of 1990, as well as required supplementary information. The statements are also included in EPA's Annual Performance and Accountability Reports.

EPAStat Quarterly Report – Provides timely performance data for a number of the Agency's important work areas. EPA managers use this information to review results and deliver better environmental results to the American people.

Program EvaluationsProvide a systematic approach for EPA to learn from past experiences by assessing how well programs are working.

Performance Measure Template for State Grant Workplans – Developed by EPA in response to OMB's instructions to ". . . develop a standardized template for states to use in reporting results achieved under grant agreements with EPA."

EPA's Report on the Environment – Presents a snapshot of environmental conditions and environmental indicators, including trends and analysis of key human health and environmental issues. Many indicators from the ROE are used as the basis for measures in the Strategic Plan.
