Willie L. Hensley
Acting Assistant Secretary for Human Resources and Administration

Willie L. Hensley was appointed Acting Assistant Secretary for Human Resources and Administration on August 15, 2008.  In this role, Mr. Hensley serves as principal advisor to the Secretary, his executive staff, and the Department’s human resources managers and practitioners on matters pertaining to human resources; labor-management relations; diversity management and equal employment opportunity; discrimination complaint processing (resolution management); employee health and safety; workers’ compensation; and VA Central Office administration.  In addition, Mr. Hensley serves as the Principal Deputy Assistant Secretary (DAS) for Human Resources and Administration where he provides leadership and direction for the Office of Human Resources and Administration by assisting in directing both policy and operational functions in five major program areas.  Mr. Hensley also serves as the Acting DAS for Human Resources Management.  

Prior to this assignment, he served as the Associate DAS for Human Resources Management, where he provided leadership and oversight for some ten major HR programs.  Prior to his SES appointment, he was the Director, National Veterans Employment Program, and principal advisor to the DAS for Human Resources Management on policies and programs affecting the employment of veterans in VA and the Federal government.  Mr. Hensley also headed VA's Office of Marketing and Recruitment and was responsible for developing and implementing a VA-wide marketing plan to attract, hire, and retain a highly qualified and diverse workforce.  Mr. Hensley is the former Director, VA Center for Minority Veterans, where he served as the non-career SES advisor to the Secretary on programs and policies affecting approximately 4 million minority veterans.  In this capacity, he provided technical guidance and assistance to over 300 VA employees who served as minority veterans program coordinators at local VA facilities around the country.

Prior to his VA appointment, Mr. Hensley was the Deputy Chief of Staff for Personnel with the U.S. Army Operational Test and Evaluation Command, where he directed personnel and administrative functions for more than 2,000 military and civilian employees.  

Mr. Hensley, a 22-year active duty Army officer, rose to the rank of lieutenant colonel in September 1990.  He began his military career as the chief of the separation transition facility at Fort Carson, Colo.  Other duty assignments included work with the Office of the Chairman, Joint Chiefs of Staff at the Pentagon, and the Office of the Adjutant General at the U.S. Total Army Personnel Command in Alexandria, Va.  He has also served as the Commander of a personnel services company in Germany.  Mr. Hensley's military awards include the Army Achievement Medal, the Army Commendation Medal (three awards), the Meritorious Service Medal (three awards), the Defense Meritorious Service Award and the Legion of Merit.  

Mr. Hensley, a native of Shreveport, La., holds a Bachelor of Science degree in Social Studies, with emphasis in History and a Master of Arts in Education from the University of Northern Colorado in Greeley.  He is a graduate of Leadership VA, VA's SES Candidate Development Program, and the Senior Executive Fellow Program, John F. Kennedy School of Government, Harvard University.  Mr. Hensley is a member of The Military Officers Association of America and a life member of the ROCKS, Inc.
