Environmental Compliance
The Divison of Natural Resources is responsible for ensuring compliance
with environmental laws and regulations when of right-of-way  permits are issued on National Wildlife Refuge System lands in Alaska.
Right-of-way permits issued by the Division
of Realty are considered Federal actions subject to environmental
laws. Including the National Environmental Policy Act of 1969, Endangered
Species Act of 1973, National Historic Preservation Act of 1966, and
the Coastal Zone Management Act of 1972.
Right-of-way permits for transportation and utility systems into and
across Conservation System Units in Alaska are governed by provisions
of Title XI of the Alaska National Interest Lands Conservation Act (ANILCA). Implementing
regulations at 43 CFR Part 36 require a coordinated Federal review
of applications for transportation and utility systems.
