SUBJECT:       Annual Government Ethics Conference,
               September 11-14, 2000
          

     The Office of Government Ethics (OGE) is pleased to announce
this year's Annual Government Ethics Conference, September 11-14,
2000 at the Wyndham Franklin Plaza Hotel, in Philadelphia,
Pennsylvania. I hope you will be able to attend. 
     
     This year's conference program is already shaping up nicely
thanks to all of the proposals for concurrent sessions that were
contributed by many of you.  This year, in addition to concurrent
sessions targeting new ethics officials, we will be offering
concurrent sessions that target the veteran ethics official.  These
more advanced sessions will cover topics such as transition issues,
expert witnesses and the criminal statutes 18 U.S.C. sections 203
and 205.  In addition to covering many of the other criminal
statutes and the standards of conduct, other session topics will
include a comparison of the executive and legislative branches'
ethics rules, labor relations and ethics rules, special Government
employees and the Federal Technology Transfer Act.

     We have confirmed the following insightful and interesting
speakers:  The Honorable Beth Nolan,  Counsel  to  the  President; 
Mr. Sander McDonnell, McDonnell Douglas Corporation; and Dr. Linda
Trevi¤o, Pennsylvania State University.  These speakers promise to
deliver information on the ethics program we administer on a daily
basis as well as enlighten us on the roles leadership and character
education can play in the ethics arena.                     
          
     For your convenience, attached is a Proposed Conference Idea
Form, for any final ideas you would like to see incorporated into
the program; please fax the form to OGE by May 26. Additional
conference information and registration forms are also attached.
Further conference details will be mailed to registrants in August.
