SUBJECT: Introductory Ethics Courses Offered in Washington, DC in April and May


The U.S. Office of Government Ethics (OGE) will offer six introductory ethics courses in April and May in Washington, DC. The course titles, dates, times and descriptions are listed below:

April 19 - 20, 2000: Gifts from Outside Sources 4/19/00 9:00 a.m. - 12:00 noon Gifts Between Employees 4/19/00 1:00 p.m. - 3:00 p.m. Public Financial Disclosure Review (278) 4/20/00 8:30 a.m. - 12:30 p.m. Misuse of Position 4/20/00 1:30 p.m. - 4:00 p.m.

May 2, 2000: Widely Attended Gatherings 5/02/00 9:00 a.m. - 11:30 a.m. Post Employment 5/02/00 12:30 p.m. - 3:30 p.m.

Introductory Course Descriptions:

The Gifts from Outside Sources and Gifts Between Employees provide a general overview of Subparts B and C respectively of the Standards of Conduct.

The Public Financial Disclosure Review course focuses on the skills and knowledge required to review and analyze the Executive Branch Public Financial Disclosure Report (SF 278) to ensure technical accuracy, identify potential conflicts of interest and determine appropriate remedial action. The Misuse of Position course provides a broad overview of Subpart G and includes a four-step approach to determine whether proposed actions are prohibited by the misuse subpart.

The Widely Attended Gatherings course examines the requirements of this gift exception, using requests/invitations participants bring to class.

The Post-Employment course provides both an overview of the post-employment statute, 18 U.S.C.  207, as well as a step-by-step methodology for analyzing post-employment situations.

All courses are offered free of charge. However, advance registration is required. Each person planning to attend MUST register by faxing a completed registration form to OGE not later than one week before course date. Registration will be handled on a first-come basis and each course is limited to 35 participants. NO TELEPHONE OR E-MAIL REGISTRATIONS CAN BE ACCEPTED. Attached are registration forms. OGE will confirm each student's registration by return fax prior to the course date. Because you are our primary means for advertising training courses, please circulate this memorandum with its attachments among your ethics officials as soon as possible. OGE plans to conduct additional ethics introductory and intermediate courses throughout the remainder of FY 2000. Intermediate courses will be conducted in St. Paul, MN; and Introductory courses will be conducted in the following cities:
