MEMORANDUM
TO: Designated Agency Ethics Officials and Ethics Trainers

SUBJECT: Ethics Satellite Training
The Office of Government Ethics (OGE) has recently learned
about a group called the Government Alliance for Training and
Education (GATE). GATE is a sub-committee of the Department of
Defense Total Force Distance Learning Action Team. The group is
comprised of trainers and distance learning specialists from
military and civilian agencies. GATE's overall objective is to
integrate all Government distance learning alternatives to
facilitate the achievement of common education goals. GATE's
Executive Committee has selected annual ethics training as its
first project because the ethics training requirement is a
universal responsibility of all executive branch agencies. GATE is
offering to conduct a one-hour ethics session via satellite in late
March 1996. It is our understanding that there will be no charge
to participating Federal Government agencies.
OGE has offered GATE its assistance in developing the program
content. As a result we would like to determine how many agencies
would consider using this opportunity to conduct their annual
ethics training. In addition, we would like your input on the
topics/issues you would find most useful to your employees.
We will be keeping a record of responses so that any agency
showing initial interest will receive further information about the
broadcast date, time, and other requirements. Please indicate your
interest by completing and faxing the attached input form to
