MEMORANDUM

SUBJECT: Results of the Office of Government Ethics' (OGE) Field Office Ethics Programs Survey


On October 31, 1994, OGE sent out DAEOgram #DO-94-037, "Field Office Ethics Programs Survey," to selected civilian departments and agencies (hereinafter referred to collectively as "agencies"). The purpose of this survey was to determine which civilian agencies have bona fide "field office ethics programs," and the locations of these programs. A bona fide field office ethics program was defined as a field office program that collects, reviews, and retains financial disclosure reports and/or conducts ethics training, in addition to providing oral and written ethics advice. Agencies were sent the DAEOgram if they were civilian, non-Department of Defense related agencies and they had indicated on the previous "Annual Agency Ethics Program Questionnaire" that they had regional ethics officials.

The survey data we received includes the following information:

 Name of agency (and name of component, if applicable);  Name, address, and phone number of contact person; and  Elements of the office's ethics program, such as SF 278 review, SF 450 review/retention, training, and advice.

Although some follow up was done to ensure completeness of the data submitted, individual entries were not verified for accuracy.

Regional offices may find this information useful to coordinate training efforts, resolve routine issues, and ultimately, conserve resources. As a result, OGE has made the data available in two formats: sorted by agency name and sorted by location. Please forward this DAEOgram to your regional offices.

Because the documents are each quite lengthy, OGE will make them available through TEBBS. Agencies may also obtain a disk copy of the data (in WordPerfect 6.0), or may view a printout of each file in the Ethics Information Center at OGE.
