SUBJECT:  Publication of Public Financial Disclosure:  A Reviewer's
          Reference


     The Office of Government Ethics (OGE) is pleased to announce
the publication of Public Financial Disclosure:  A Reviewer's
Reference.  The Reference is an introduction to the public
financial disclosure system and a comprehensive guide to the review
of Standard Form 278.  It is intended to simplify the processing
and reviewing of SF 278s.  The target audience for the Reference is
the beginning to intermediate level reviewer, but experienced
reviewers should find it useful as a refresher.

     The Reference is divided into three parts--Part One:  The
Review Process; Part Two:  Reviewing Common Entries; and Part
Three:  Appendixes.  The first part addresses the procedural
aspects of SF 278 completion and review, as well as the process of
conflicts of interest resolution.  Part Two discusses the mechanics
of reviewing individual entries, including the various types of
interests, their disclosure requirements, and individualized
conflict of interest analysis.  The final part contains appendixes
that provide useful information, such as a summary of ethics laws
and regulations, model letters, a checklist, case studies, and an
index.

     For your convenience, a Table of Contents and sample pages are
attached.  If you would like to see a reading copy of the full
draft, please consult with your OGE Desk Officer.  (OGE will not be
able to furnish sample copies to the agencies.)

     This publication will be in loose-leaf form, with dividers
between the chapters.  In order to lower the cost, OGE has not
created a special binder, allowing agencies to use three-ring
binders.  There will, however, be an external cover insert for use
in binders that have insert slots.  The Reference contains
approximately 300 pages of text and sample SF 278 entries.  We
anticipate a price not exceeding $12, but the actual cost will be
determined after the rider closes.

     If you wish to ride OGE's order, GPO must receive your SF-1,
Printing and Binding Requisition Form, no later than March 15,

     If you are unable to order the Reference by March 15, 1994,
you will not be precluded from purchasing it.  We anticipate that
it will be available from GPO bookstores and through the
Superintendent of Documents, but the price will most likely be
higher than under our rider.
