June 24, 1994 DT-94-028 MEMORANDUM

TO: Designated Agency Ethics Officials and Agency Ethics Training Officers

FROM: Cecilia F. Owens Acting Associate Director of Education

SUBJECT: "Dangerous Dilemmas," an Ethics Training Game

Use of "Dangerous Dilemmas" for Annual Ethics Training

"Dangerous Dilemmas," an ethics game developed by the Office of Government Ethics (OGE), can be used by agencies as a means of fulfilling their annual ethics training requirement. As a result of playing the game, students will develop a basic knowledge of the standards of conduct and learn correct ethical actions in some common workplace situations.

"Dangerous Dilemmas" consists of 20 ethics scenarios, each with a choice of 4 possible solutions. Students compete as teams and are awarded points for correct answers. An instructor facilitates discussion and keeps score. Based on OGE's test of the game, five or six scenarios can be covered in an hour. Thus, you may use other sets of scenarios for future training requirements.

Although the classroom method is the most effective setting for the game, a paper game can be used as a pre/post test of ethical knowledge. The paper game alone does not meet the requirement for annual training but may be especially effective for initial ethics orientation. For specific information about the game and its uses in training, call Jo Lee Hazelwood, Instructional Systems Specialist, 202-523-5757, extension 1233.
