Education Advisory Committees
The Department of Veterans Affairs Education Service has two
standing advisory committees that are established by statute. Information
on these committees is actually maintained on the General Services Administration
(GSA) web site. We are providing general information on the committees
and a link to the GSA web site below. We are providing detailed instruction
on finding the the committee sites at the end of the narrative section for
each site.
The two committees are:
BACKGROUND: The
Veterans’ Advisory Committee on Education is created by statute, Title
38, United States Code, §3692, the provisions of which provide for a termination
date of December 31, 2009. The Education Service within the Veterans Benefits
Administration is responsible for providing support to the Committee.
OBJECTIVES AND SCOPE OF ACTIVITY: To
provide advice to the Secretary of Veterans Affairs on the administration
of education and training programs for veterans and servicepersons, reservists
and guard personnel, and for dependents of veterans under Chapters 30, 32,
35 and 36 of Title 38, and Chapter 1606 of Title 10, United States Code.
DUTIES FOR WHICH THE COMMITTEE IS RESPONSIBLE: The
Committee advises the Secretary of Veterans Affairs on existing VA education
benefit programs and services; recommends needed new education benefit programs
and services; and assists in long-range planning and development. Its
recommendations may involve regulatory and administrative changes, as well
as legislative proposals. The
Committee may consider matters dealing with the education programs administered
by VA either at the request of the Secretary or a properly designated official
or may act on its own initiative. The
Committee submits its recommendations and reports to the Secretary and may
also submit its reports to the Congress.

Professional Certification and Licensure Advisory Committee is created by statute,
Title 38, United States Code, §3689(e), the provisions of which provide
for a termination date of December 31, 2006. The Education Service within the
Veterans Benefits Administration is responsible for providing support to the
Committee.
OBJECTIVES AND SCOPE OF ACTIVITY: To
furnish advice and consultation to the Secretary of Veterans Affairs with
respect to the requirements of organizations or entities offering licensing
and certification tests to individuals for which payment for such tests may
be made under chapters 30, 32, 34, or 35 of Title 38, United States Code.
DUTIES FOR WHICH THE COMMITTEE IS RESPONSIBLE: The
Committee evaluates VA’s implementation of licensing and certification
test provisions contained in Title 38, United States Code, §3689, and
recommends administrative and/or legislative changes to improve that program.
The Committee also monitors the nationwide consistency of the licensure and
certification test approval process. The Committee submits its recommendations
and reports to the Secretary and may also submit its reports to the Congress.
