Electronic Commerce

Since 1998, the National Business Center (NBC) was one of the first government agency's to support the Electronic Commerce age for the Department of the Interior and other NBC clients. Further, initiatives are being pursued by the Office of Management and Budget (OMB) and E-GOV to further the use of electronic commerce as being mandated.

The NBC EC web site seamlessly links with other E-GOV initiatives under the Integrated Acquisition Environment (IAE) such as Federal Business Opportunities (FBO) and Central Contractor Registration (CCR).

The NBC web site was created to provide government procurement offices with the tools necessary to interact with the vendor community from their own desktops for both simplified acquisitions and large contracts. Business Opportunities is a complete Internet solution that allows the public and vendors to search our web site for any Request for Quotations (RFQs) and Requests for Proposals/Invitations for Bids (RFP/IFB) that are currently posted. Vendors may search all available documents or complete a selected search. A selected search includes some or all of the following options:

• Agency Name
• Document Number
• Product Service Code (PSC)
• North American Industrial Classification Code (NAICS)
• Issue Date(s)
• Close Date(s)
• DUNS number (If a document has been directed to a particular vendor)

The information posted on the NBC Business Opportunities web site will provide vendors the ability to view and quote on Simplified Acquisition actions and their associated Amendments and any and all attachments on-line. Vendors are notified when the applicable procurement office has received their quote. Vendor's quote evaluation forms will be automatically created in our Procurement System and electronically routed to the contracting professional who posted the document.

Registered EC vendor's once logged into EC, also have access to DOI's Advanced Procurement Plan (APP) which forecasts DOI's future procurement actions from individual DOI Bureaus.

The web site also provides the opportunity to view Request for Proposals/Invitation for Bids and their associated Amendment(s) and attachments. Vendors may also choose to be added to the Bidder's Mailing List, which will notify them of any amendments to the solicitation and let vendors share information related to sub-contracting opportunities. Additionally, procurement awards, modifications, task orders, and delivery orders are posted on the Business Opportunities web site for the vendors to download. Awardees are automatically sent an e-mail notification to retrieve their award documents through the web site. Award summaries are also posted on the web site.

Next Generation Procurement Systems (Momentum Acquisitions, Oracle IPRO, etc.)

The National Business Center's Finance and Procurement Systems Division offers a diverse array of a new Commercial Off the Shelf (COTS) procurement systems or contract writing systems for its Government customers.

The following is a listing of procurement software that NBC offers which includes:

1) Momentum Acquisitions, a module of the Momentum Financials application, is the next generation of contract writing systems or procurement system available. Momentum Acquisitions is available as a separate module and does not require the purchase of Momentum Financials.

The NBC has converted the National Labor Relations Board (NLRB) from IDEAS-PD to Momentum Acquisitions. Additionally, in January 2005 the implementation of Momentum Acquisitions at the Architect of the Capitol (AOC), a current Momentum Financials customer was completed. Future plans (October 2007) include converting Equal Employment Opportunity Commission (EEOC) from IDEAS-PD to Momentum Acquisitions.

Since Momentum Acquisitions is a module of Momentum Financials, it is a completely integrated, web-based application with robust procurement functionality. The functionality of Momentum Acquisitions includes acquisition planning, requisitioning, workload management, solicitations, offer evaluations, awards, contract management, and contract closeout. Users will have the ability to query the system to access historical procurement information, create reports, and customize the printing layout of their documents. Users will also have the ability to track the complete history of a transaction from the initial requisition through award and payment in a single system.
