The Quarters Program provides cross-servicing support for rental of government housing to federal employees. Services include:

  • Establishing market-based rental rates for government-furnished housing in compliance with OMB Circular A-45, “Rental and Construction of Government Quarters”  
  • Conducting private rental market surveys
  • Providing 'Help Desk' support to users of the rate setting software
  • Providing training to users of the rate setting software
  • Maintaining a centralized inter-agency housing database
  • Defending any contested rental rates
  • Providing standard and special housing management reports
  • Conducting special client-requested studies

Currently, the NBC’s Quarters Program services over 20,000 government-furnished housing units owned by 20 agencies.  These agencies utilize NBC’s service under contract, and are represented by the National Housing Council, which is chaired by the Department of the Interior, Office of the Secretary, Office of Acquisition and Property Management (PAM).

Key to the Quarters Program is the Quarters Management Information System (QMIS), a rental rate-setting application which the NBC developed and maintains. Its functions include:

  • Calculating current rental rates for all rent classes in accordance with OMB Circular A-45
  • Setting rental rates specific to any city in the U.S. or its territories (see surveys)
  • Setting rates for government-provided utilities, appliances, and services
  • Calculating Isolation and other A-45 administrative adjustments
  • Providing an information system comprised of all physical features, e.g. square footage, age, bedrooms, appliances, administrative adjustments, etc.
  • Providing housing, tenant and rental reports for management
  • Estimating heating and cooling costs where no utility meters exist
  • Updating rates for annual inflation (Consumer Price Index)

The NBC offers QMIS training as follows:

  • Various locations throughout the U.S. each year ; one-day training on housing regulations, private rental market survey methodology, and "hands on" computer software.   See Training schedule.
  • Two hour WebEx® training on how to calculate and implement rents using QMIS computer software (telephone and Internet connection required.)  E-mail for next available WebEx® training.
