To mark the launch of the Community Watershed Partnership Program (CWPP) on February 23rd, 2007, Admiral Timothy Ziemer, Coordinator of the President's Malaria Initiative (PMI), and Mervyn Farroe, U.S. Agency for International Development (USAID) Angola's Acting Mission Director, visited Zango, a neighborhood in the Municipality of Viana. Also present at the launch were Zeya Udin from Coca-Cola, Genésio Lemos from ODEBRECHT, and Domingos Pedro Alberto and José Ranque Frank, both respective Administrators of the Municipalities of Viana and Kilamba Kiaxi.

The CWPP, a program totaling USD $600,000, is being implemented by CARE International, with the coordination of EPAL. It is co-financed by Coca-Cola and USAID, with ODEBRECHT's collaboration. A one-year program, it aims to increase the access to drinking water, by building 19 water points for the populations most in need in Viana and Kilamba Kiaxi, where an estimated 2.5 million inhabitants live. Each water point will benefit between 300 and 350 households, or 1,500 to 1,750 people. Water points will be managed by water committees, and customers will buy pre-paid cards to be able to collect water. The income at the water point will then be divided among the key stakeholders based on an agreed formula.

The CWPP proposes creating a model program for sustainable resource management on the basis of the partnership between the communities, municipal administrations, service providers, and private companies. This program thus contributes to the reconstruction and rehabilitation of these municipalities.
