Program Services Overview

The Division of Program Services is responsible for providing direct services to consumers, excluding those provided at the Carl D. Perkins Vocational Training Center in Thelma.  The Division consists of 14 field branches with 52 offices around then state where 140 vocational rehabilitation counselors take applications, determine agencies, assist eligible consumers design Individual Plans for Employment (IPE) to reach their vocational goals, and implement those plans.  The 14 main branch offices are in Paducah, Madisonville, Owensboro, Bowling Green, Elizabethtown, Louisville, Middletown, Florence, Lexington (2), Danville, West Liberty, Ashland, and Whitesburg.

What services do we provide?

The Division of Program Services provides vocational rehabilitation services needed to reach your vocational goal.  Some examples are:

  • Assessment for determining eligibility and vocational rehabilitation needs
  • Counseling and guidance
  • Vocational and other training services
  • Supported employment
  • Personal assistance services
  • Interpreter and notetaking services
  • Telecommunications, sensory, and other technological aids and devices
  • Rehabilitation technology
  • Job placement and job retention services
  • Employment follow-up and post-employment services
Client Assistance Program

The Governor of the Commonwealth of Kentucky has established the Client Assistance Program (CAP) with the purpose of assisting you in your relationship with the Office of Vocational Rehabilitation (OVR).  CAP can help you to understand services available from OVR, advise you on other benefits available from State and Federal agencies, help you to pursue appropriate remedies to ensure the protection of your rights, and help to resolve any dissatisfaction that you may have with OVR regarding the provision or denial of services.
