On this occasion Secretary Bowen had just announced a department wide initiative against alcoholism and alcohol abuse in November of 1987. This was a follow up on my own particular contribution to the alcohol problem namely, drunk driving. It is brief, it is to the point, and it sets the stage for other things that were happening in Congress in reference to drunk driving.
