In 2007, Ethiopia's Ministry of Health developed two national HIV plans. The Accelerated Access to HIV/AIDS Prevention, Care, and Treatment: Road Map 2007-2008/10, delineated the steps necessary for Ethiopia to reach universal access goals for HIV services by 2010. Multisectoral Plan of Action for Universal Access to HIV and AIDS Prevention, Treatment, Care, and Support (2007-2010), builds on the health-sector-focused Road Map, adding linkages that support overall Ethiopian HIV/AIDS efforts.
