  • 69 FR 23477, April 29, 2004. To implement the Zero Mortality Rate Goal, NMFS must establish a threshold level for mortality and serious injury that would meet this requirement. NMFS proposes in this rule that this threshold level be 10 percent of the Potential Biological Removal level for a stock of marine mammals. NMFS solicits comments on this proposed rule and on the draft Environmental Assessment (EA) for this action. Comment period through June 1, 2004.

Steller Sea Lion Protection Measures

Zero Mortality Rate

  • 69 FR 23477, April 29, 2004. To implement the Zero Mortality Rate Goal, NMFS must establish a threshold level for mortality and serious injury that would meet this requirement. NMFS proposes in this rule that this threshold level be 10 percent of the Potential Biological Removal level for a stock of marine mammals. NMFS solicits comments on this proposed rule and on the draft Environmental Assessment (EA) for this action. Comment period through June 1, 2004.
