Emissions Inventory Guidance for Implementation of Ozone and Particulate Matter National Ambient Air Quality Standards (NAAQS) and Regional Haze Regulations - FINAL

Final Guidance - Released September 2005
This document provides guidance on how to develop emission inventories to meet State Implementation Plan (SIP) requirements for complying with the 8-hour ozone national ambient air quality standard (NAAQS), the revised particulate matter (PM) NAAQS, and the regional haze regulations. It is intended for use by the EPA Regional Offices; State, local and Tribal air quality management authorities; and the general public. The guidance is designed to implement national policy on these issues.
November 2005 Update:
This revision to the emission inventory SIP guidance is limited to Section 3.5 Modeling Inventories. The change deletes the last paragraph of Section 3.5 from the original version, which was incorrect with regard to the use of allowable emissions in photochemical grid models. The previously issued SIP modeling guidance should be consulted for emission inputs to the air quality models.
