PURPOSE: The Counterdrug Intelligence Executive Secretariat (CDX) has established an Exceptional Drug Law Enforcement Intelligence Analyst Fellowship Program to broaden and improve the skills of federal, state, and local law enforcement intelligence analysts to meet counterdrug challenges in a changing global environment. This program is intended to stimulate innovative thinking and expand analytic horizons.

BACKGROUND: CDX is the full-time support staff to the Counterdrug Intelligence Coordinating Group (CDICG). The CDICG oversees implementation of the General Counterdrug Intelligence Plan (GCIP), which is intended to improve timely information exchange and coordination among the components of the national counterdrug intelligence architecture. Among the GCIP's specific goals is the enhancement of counterdrug intelligence analyst training and education. This Fellowship Program is one way to achieve this goal.

DESCRIPTION: Each year, CDX will fund one or more drug law enforcement intelligence analyst fellowships. The fellowship will provide professional enrichment through activities tailored to the participant's interests. The analyst has great latitude in the design of fellowship activities, with the stipulation that the project have a clear counterdrug nexus. Projects may include, but are not limited to, sabbaticals within the United States or abroad; university studies or research; and temporary work assignments at federal, state, or local government agencies or private sector enterprises. Projects are supported for, and must be completed in, one year or less. The analyst will submit quarterly progress reports to CDX and the analyst's parent agency. The analyst will submit a final report 30 days after the end of the program. CDX will publish the final reports produced in this program.Examples of relevant project proposal topics include, but are not limited to:

• Assessment of drug seizure collection methodologies of federal, state, and local agencies to develop a National Drug Seizure database;
  
• Investigation of the relationship among drug trafficking, money laundering, and terrorist activities focusing on groups in Southwest Asia or South America;
  
• Research and analysis of information-sharing media, focusing on internet technologies;
  
• Application of link analysis software to investigative records.
  

FUNDING: This program will fund travel and per diem, tuition, books, computer software, conference costs, and other incidental expenses. It will not fund computer hardware. Expenditures per fellow will not exceed $50,000. The analyst's parent agency must continue to pay the analyst's salary and benefits during the fellowship period. Applicants must submit a budget estimate and narrative explanation of expenses to be incurred during the fellowship period. Participants are additionally required to submit to CDX quarterly expenditure reports, with the quarterly progress reports.

ELIGIBILITY REQUIREMENTS: Career drug law enforcement intelligence analysts at the federal, state, or local level who meet the following criteria are eligible for selection:

• A U.S. citizen employed by a law enforcement organization within the United States;
• Experience as a drug law enforcement intelligence analyst;


• For federal law enforcement intelligence analysts, series/grades GS-132/11 through GS-132/15; mid-level and senior analysts in state and local law enforcement organizations;
  
• High analytic potential and self-motivation;
  
• Two years of continuous full-time service at his/her agency as of application deadline;
  
• Execution of a Continued Service Agreement in which the analyst agrees to remain with the parent agency for a period at least equal to three times the length of the fellowship project period following the fellowship.

APPLICATION: Applications will be forwarded to CDX through the analyst's organizational chain of command. The chain of command must be at the appropriate agency level to authorize the applicant's participation in the program. Applications will consist of three parts:

• A short biography of the applicant to include analytic experience, education, honors, awards, and training.
  
• Detailed description of the fellowship project to include an estimated budget submission.
  
• Written endorsement by the applicant's chain of command citing the analyst's accomplishments and capabilities to include Eligibility Requirements above. The endorsement must include agency authorization of the applicant's participation in the program and commitment to continue his/her employment, salary and benefits during the fellowship period.

DEADLINE FOR APPLICATIONS: April 30, 2002.

SELECTION: Applications will be reviewed by the CDX staff, and an interview with a CDX panel may be required. Final selections will bemade by the CDICG on or before June 30, 2002. The fellowships will begin between the July and September, 2002. Selection of applications for CDIG consideration will be based on how well the proposals respond to the following concerns:

• Is the proposal original and clearly presented?
  
• Are the proposal's goals realistic and can they be accomplished in the proposed time frame (not to exfceed one year)?
  
• Will the proposed project significantly enhance the applicant's value as a career drug law enforcement intelligence analyst?
  
• Will the project make a contribution to the drug law enforcement community?
