Mr. Unger, founder and chairperson of the Unger Croatia Institute for Public Administration, is being honored for his leadership in initiating innovative training programs for public officials designed to assist Croatia in its transformation into a more efficient democracy. "Paul is a tireless advocate of freedom and democracy in Croatia. I've worked hard to promote peace and stability in Southeast Europe and I'm grateful to have an ally like Paul in this effort.
