Environmental Review
Since the San Ysidro project involves work on both federal and state properties, GSA is working cooperatively with Caltrans (California Department of Transportation) to prepare a combined Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) to comply with both the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) requirements.
The EIS/EIR will document the environmental impacts of this project, including traffic, air quality, and socioeconomic effects. The final environmental document is scheduled to be completed by the Summer of 2009.
Although the environmental document for the expansion project is not due for completion until mid-2009, near-term project elements are being developed for implementation prior to that date. These elements would be located on federal property, have minimal environmental impacts, and facilitate the development of the larger expansion project.
