Who May Apply: An institution of higher education is eligible to receive funds from the amounts available under this program if such institution is a Native American-Serving Non-Tribal Institution and certifies at the time of submission that it has an enrollment of undergraduate students that is not less than 10 percent Native-American.

NOTE: Applicants must first apply for and receive designation as an eligible institution.
