Retired Navy Vice Adm. Paul F. McCarthy will relieve retired Navy Capt. John Mutty as the Conrad Chair of financial management at the Naval Postgraduate School in Monterey, Calif., in July 2000.
The Conrad Chair was established in 1986 to foster a robust relationship between the Office of the Assistant Secretary of the Navy (Financial Management and Comptroller) (OASN (FM&C)) and the financial management program at the Naval Postgraduate School. The objective is to enhance professional development opportunities for faculty and students, and conduct and direct research supportive of the OASN (FM&C) in areas of resource management. The Conrad Chair is charged with enhancing the academic and practical capabilities of graduates to assume critical financial management positions in the Department of the Navy.
A career naval aviation officer of 35 years, McCarthy flew more than 250 combat missions and executed more than 850 carrier landings. He has commanded at the squadron, air wing, carrier, and task force level, as well as the commander, U.S. SEVENTH Fleet. McCarthy has proven experience in the fiscal management and budgetary fields as the head of Aviation Plans and Requirements (N880), deputy chief of Naval Operations for Resources, Warfare Requirements and Assessment, and the director of Naval Research, Development and Acquisition (OP-98). As the current director of naval systems integration for the Boeing Co. in Seattle, McCarthy also brings significant industry experience to this position.
McCarthy's appointment to this position represents another step in the Navy's renewed emphasis on the critical importance of developing our professional financial managers. McCarthy's appointment to the Conrad Chair brings leadership, a wealth of experience to this position, and represents a continuing commitment on the part of the OASN (FM&C) in strengthening the financial management community.
