Energy Stakeholders Train on Tariff Development, Utility Regulation
With the support of USAID, the National Association of Regulatory Utility Commissioners (NARUC) delivered a five-day training in May 2007 to the Azerbaijani Tariff Council Staff and other relevant energy sector stakeholders on tariff tools, pricing principles and methodology in Baku.

Scott Taylor, the USAID Country Coordinator for Azerbaijan and Elshan Asadov, Head of Secretariat, Tariff Council of Azerbaijan made opening remarks at the event. “The project will further enhance the already strong professional linkages among Azerbaijani energy officials and foreign regulators with an objective to foster long-term sustainability, technical support, and information exchange and peer mentoring. On behalf of the American people, we are proud to support your efforts, and we are proud of the hard work you have done to achieve your goals. It is exactly this type of cooperation and hard work that is needed all across this country to help Azerbaijan invest in a bright and prosperous future,” Taylor stated at the end of his speech.
The goal of the Tariff Training in Utility Regulation is to equip the Tariff Council staff with the core concepts, objectives and techniques of designing and evaluating rate structures in the energy sector. The Azerbaijan Public Service Regulation Development Program is supported by USAID and implemented by the NARUC. The program is designed to promote energy regulation and sound market reforms through collaborative discussions, seminars and technical workshops.
The Tariff Council of Azerbaijan, Ministry of Economic Development of Azerbaijan, Ministry of Industry and Energy of Azerbaijan, and local public utility representatives participated in the training. The opening session was highly publicized by the leading local TV channels, newspapers and the Voice of America (FM Radio).
