Continuing Education Advances Rule of Law in Azerbaijan

With the support of USAID and the U.S. Bureau of International Narcotics and Law Enforcement Affairs (INL), the American Bar Association Central European and Eurasian Law Initiative (ABA CEELI) held a Continuing Legal Education seminar for prosecutors and advocates on the Rule of Law and Judicial Independence on July 10 in Baku, Azerbaijan.

U.S. Ambassador Anne Derse and ABA CEELI Country Director David Rubino made opening remarks at the seminar. The keynote address was delivered by Senior Circuit Judge John M. Walker, who sits on the U.S. Court of Appeals for the Second Circuit, where he previously served as Chief Judge from 2000-2006. Formerly he was a District Judge for the Southern District of New York, an Assistant Secretary of Treasury for Enforcement and Operations, a partner at a New York City law firm where he specialized in commercial litigation and an Assistant United States Attorney for the Southern District of New York in the criminal division. Walker is currently an adjunct professor at New York University Law School, a visiting lecturer at Yale Law School and a member of the teaching faculty at the Institute of Judicial Administration’s Appellate Judges Seminar.

The Continuing Legal Education program is part of the USAID-funded Legal Profession Development program to support the development of a cadre of well-trained lawyers as a means for enhancing the advancement of rule of law and democracy in Azerbaijan. Fifty seminars have been held since the Continuing Legal Education Center was officially launched on February 1, 2007.
