Job Summary:
This position is with the United States Agency for International Development's (USAID)
Office of Inspector General. The Office of Inspector General's (OIG) mission is to
promote and preserve the Agency's effectiveness, integrity, and efficiency through
the detection and prevention of fraud, waste and abuse in activities and programs.
You will serve as a member of an audit team, conducting performance audits and
financial audits, risk assessments, reviews and other analyses designed to support
the efficiency and effectiveness of program and operational activities. Moderate
overseas travel may be required.
We may hire at any of the grades shown in this announcement. You are encouraged
to identify the grade level(s) or salary for which you wish to be considered.
Major Duties:
Using applicable theories, techniques, methods and practices of audit, accounting,
and program management, conduct comprehensive performance and/or financial audits,
reviews, inspections or special studies of agency programs and operations.
Ensure compliance with laws, regulations, and standard operating procedures to
ensure that programs and operations are being managed economically, efficiently,
and effectively.
Create and write audit reports and data, ensuring conformance with policies
and audit standards.
Develop audit plans and make recommendations for objectives, approaches, or
audit tests.
Assemble and summarize data to assess the efficiency and effectiveness of
USAID operations and programs.
Prepare written reports for USAID officials that summarizes findings
on program operations. Identify the cause and effect of deficiencies or problems,
and suggest program improvements.
Qualifications:
BASIC REQUIREMENTS
All applicants must meet the minimum requirements of the Office of Personnel Management's
Qualification Standards Handbook. A bachelors degree in Business Administration or Accounting
is preferred, but not required.
You may qualify for this position based on specialized experience and/or education.
Specialized Experience: You must have one year (52 weeks) of specialized
experience that is directly related to this position. This experience must have provided
you with the knowledge, skills, and abilities to successfully perform the duties of this
position. Specialized experience must be in or related to the work of this position.
Examples of specialized experience might include conducting complex audits or reviews,
including but not limited to performance and/or financial audits, risk assessments and
analyses; gathering and analyzing data from various sources; and communicating
recommendations.
Specialized Experience and/or Education:
GS-07:
A. Have successfully completed one year of graduate level
education directly related to the work of the position; or
B. Possess one year of specialized experience equivalent
to the GS-05 level.
C. Bachelor's degree with Superior Academic Achievement (SAA).
SAA is based on class standing, grade-point average, or honor society membership.
Class standing - Applicants must be in the upper third of the graduating class
in the college, university, or major subdivision, such as the College of Liberal Arts
or the School of Business Administration, based on completed courses.
Grade point average (G.P.A.) - Applicants must have a grade-point average of:
o 3.0 or higher out of a possible 4.0 ("B" or better) as
recorded on their official transcript, or as computed based on 4 years of education,
or as computed on courses completed during the final 2 years of the curriculum; or
o 3.5 or higher out of a possible 4.0 ("B+" or better)
based on the average of the required courses completed in the major field or the
required courses in the major field completed during the final 2 years of the curriculum.
Election to membership in a national scholastic honor society - Applicants can be
considered eligible based on membership in one of the national scholastic honor societies.
The honor societies are listed in the Association of College Honor Societies: Booklet of
Information (1992-95) and/or Baird's Manual of American College Fraternities (1991).
Membership in a freshman honor society cannot be used to meet the requirements of
this provision.
GS-09:
A. Two full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree; or
B. One year of specialized experience equivalent to the GS-7 level.
GS-11:
A. Three full years of progressively higher level graduate education
leading to a Ph.D. or equivalent doctoral degree related to the position being filled.
B. One year of specialized experience which is equivalent to the
GS-9 level.
GS-12: One year specialized experience equivalent
to at least the GS-11 level.
TO QUALIFY BASED ON EDUCATION: You must submit copy of transcript or list
of courses with credit hours, major(s), and grade-point average or class ranking.
You can receive credit for education received outside the United States if you provide
evidence that it is comparable to an accredited educational institution in the United
States when you apply.

You must submit to a drug test and receive a negative drug test before you can be
appointed into this position.
In order to qualify for this position, you must be able to obtain a Secret
security clearance.
You must meet time-in-grade restrictions by the closing date of this announcement.
You will be required to make occasional travel.

variety of audits, which are of a procedural or factual nature.
2. Ability to prepare written reports, audit working papers, and
correspondence that addresses complex matters.
