JOB SUMMARY:

This position is located in the U.S. Agency for International Development (USAID), Office of Inspector General (OIG), Office of Management, Information Technology Division.

The division is responsible for planning, developing, controlling and implementing the complex computer based systems used in USAID/OIG worldwide operations, including important design, development and system/software maintenance activities. The division is also responsible for the critical management of OIG's automated systems that support the operational requirements and all systems security. The team ensures the confidentiality, integrity and availability of network, systems and data through the planning, analysis, development, implementation and enhancement of OIG's information systems' security programs and policies.

Major Duties:

The incumbent performs server and network configuration duties; designs, configures and installs servers to support the OIG's mission critical applications; ensures that systems are designed, maintained, and operated to meet division standards.

Analyzes and resolves connectivity issues within the network environment. Serves on a technical team to assist in the implementation of a multiple solutions.

Plans and delivers customer support helpdesk services, including installations, configuration, troubleshooting in response to customer requirements. Analyze and resolve integration and configuration problems related to desktop, laptop and Citrix based remote access issues. Develops user training and instruction manuals based on customers' needs.

Implements a wide range of complex IT hardware and software to support LAN/WAN systems in OIG, to include protocols, management systems, communications controllers and other network devices that support extensive OIG world-wide operations.

Researches and evaluates specifications of new hardware and software products, performing product comparisons, compatibility, feasibility and cost benefit analyses.

Monitors appropriate sources for specific security patches and applies them as appropriate or necessary. Perform data backup and recovery tasks.

Qualifications:

QUALIFICATIONS:APPLICANTS MUST MEET MINIMUM REQUIREMENTS OF THE OFFICE OF PERSONNEL MAN AGENT'S OPERATING MANUAL QUALIFICATION STANDARDS FOR GENERAL SCHEDULE POSITIONS.

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform. Typically we would find this experience in work within this field or a field that is closely related.

For the GS-12:    One (1) year specialized experience equivalent to at least the GS-11 level in the Federal government. Examples of qualifying experience include planning, analysis, design, development, testing, quality assurance, configuration, installation, implementation, maintenance, and/or management of networked systems used for the transmission of information in voice, data, and/or video forms.

For the GS-13:    One (1) year specialized experience equivalent to at least the GS-12 level in the Federal government. Examples of qualifying experience include analyzing, designing, developing, and implementing a wide range of complex hardware and software to support large scale LAN/WAN systems; perform work such as identifying LAN hardware and software configurations; developing technical standards and procedures for LAN development, implementation and management; develops and updates customer policies and procedures; resolve issues related to the delivery of services; serves as technical expert on the planning and coordination of activities required to design, implement, and support operating systems; independently designs, develops, and manages major software projects.

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

In order to qualify for this position, you must be able to obtain a Top Secret security clearance.

You must meet time-in-grade restrictions by the closing date of this announcement.

1.     Knowledge of local area and wide area networking principles and concepts including protocols and network services.

2.     Knowledge of computer hardware, software, LAN and desktop operating systems Windows 2000/2003, Windows XP and LAN-        based application software.

3.     Skills in providing a full range of customer support services to include desktop installation and configuration of hardware and         software.

4.     Knowledge of security principles and methods; networks, and data; new and emerging information technologies and/or industry         trends.

5.     Ability to communicate effectively orally and in writing.
