ARMY

Sikorsky Aircraft Corp., Stratford, Conn., is being awarded a $211,864,735 modification as part of firm-fixed-price contract DAAJ09-97-C-0005, to exercise the option for 24 UH-60L Black Hawk helicopters for Israel. Work will be performed in Stratford, Conn., and is expected to be completed by Dec. 31, 2003. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Jan. 24, 2001. The U.S. Army Aviation & Missile Command, Redstone Arsenal, Ala., is the contracting activity.

AM General Corp., South Bend, Ind., is being awarded a $12,254,849 modification to firm-fixed-price contract DAAE07-01-C-S001, for 175 High Mobility Multipurpose Wheeled Vehicles (HMMWV). Work will be performed in St. Joseph, Ind., and is expected to be completed by Dec. 31, 2007. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract. The U.S. Army Tank-Automotive & Armaments Command, Warren, Mich., is the contracting activity.

Cyterra Corp.*, Waltham, Mass., is being awarded a $2,376,000 increment as part of a $12,286,992 cost-plus-fixed-fee contract for the design, fabrication, quality control and delivery of 22 Handheld Standoff Mine Detection Systems (HSTAMIDS); 18 for developmental test and operator test and four working prototype units. HSTAMIDS is a lightweight, man-portable, handheld, metallic and low-metallic mine detection system for day and night operations. Work will be performed in Orlando, Fla. (90%), and Alexandria, Va. (10%), and is expected to be completed by Jan. 31, 2004. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Dec. 6, 2000. The U.S. Army Communications & Electronics Command, Fort Monmouth, N.J., is the contracting activity (DAAB15-01-C-1004).

AIR FORCE

Kerns Manufacturing, Long Island City, NY, is being awarded a $41,568,575 modification to a firm-fixed-price contract to provide for up to 69,817 vanes of various types applicable to the F100 engine on the F-16 aircraft. The best estimated quantity is 46,543 vanes at an estimated cost of $26,277,933. The AF can issue delivery orders totaling up to the maximum amount indicated above, through actual requirements may necessitate less than this amount. The work is expected to be completed January 2004. Oklahoma City Air Logistics Center Tinker AFB, Okla., is the contracting activity (F34601-01/D-0020).

Twigg Corp., Martinsville, Ind., is being awarded a $30,489,946 modification to a firm-fixed-price contract to provide for up to 69,817 vanes of various types applicable to the F110 engine on the F-16 aircraft. The best estimated quantity is 46,543 vanes at an estimated cost of $20,325,867. The AF can issue delivery orders totaling up to the maximum amount indicated above, though actual requirements may necessitate less than this amount. Oklahoma City Air Logistics Center Tinker AFB, Okla., is the contracting activity (F34601-01/D-0019).

TRW Space and Electronics Group, Redondo Beach, Calif., and Lockheed Martin Space Systems Co., Sunnyvale, Calif., are each being awarded $25,600,000 modifications to firm-fixed-price contracts. This will provide a total system Preliminary Design Review as part of the program definition and risk reduction effort supporting the National Polar-orbiting Operational Environmental Satellite System (NPOESS). The NPOESS program is a joint DoD-DoC-NASA endeavor. The work is expected to be completed December 2002. The NPOESS Program Office, Silver Spring, Md., is the contracting activity (F04701-00/C-0500, P00006).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $24,580,880 modification to a firm-fixed-price contract to provide for interim contractor support field representatives (320 person-months), aircraft spares, engineering support, and management and provisioning data for the EC-130J, C-130J-30, and WC-130J aircraft. The work is expected to be completed January 2003. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-00/C-0018, P00001).

EG&G Technical Services, Albuquerque, N.M., is being awarded a $12,771,949 firm-fixed-price contract to provide for four trailer-enclosed Ground/Air Transmit/Receive centers that provide a link between aircraft and ground-based command, control, and communications systems. The work is expected to be completed March 2003. There was one firm solicited and one proposal received. Solicitation began July 2000; negotiations were completed December 2000. Electronic Systems Center, Hanscom AFB, Mass., is the contracting activity (F19628-01/C-0013).

Lockheed Martin Corp., Marietta, Ga., is being awarded a $9,994,685 modification to a firm-fixed-price contract to provide for a four-month extension (through May 2001) of the Pre-engineering and Manufacturing Development Phase of the Reliability and Re-engining Program supporting the C-5 aircraft. The phase will involve identification of systems, subsystems, and line replaceable units to be upgraded; definition of program requirements; and performance of risk reduction activities. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-00/C-0022, P00004).

Lockheed Martin Mission Systems, Colorado Springs, Colo., is being awarded an $8,133,772 modification to a firm-fixed-price contract to provide for satellite collision avoidance tracking activities, and hardware, software, and associated support for the Integrated Space Command and Control (ISC2) program. This program provides for modernization of the command and control system of North American Aerospace Defense Command and United States Space Command into an integrated, interoperable, state-of-the-art capability to support the National Command Authority and the Canadian Chief of Defense Staff. This system will provide warning of ballistic missile, aircraft, space, and information attacks against North America. This program will integrate worldwide communication networks, computer systems, and software to provide political and military commanders an integrated view of worldwide events. This action also provides incremental funding for work already part of the contract. Electronic Systems Center, Hanscom AFB, Mass., is the contracting activity (F19628-00/C-0019, P00012).

NAVY

The McDonnell Douglas Corp., a wholly owned subsidiary of the Boeing Company, St. Louis, Mo., is being awarded a $22,437,678 modification to a previously awarded cost-plus-fixed-fee basic ordering agreement (N00019-98-G-0037) for engineering and manufacturing support for the follow-on test and evaluation (FOT&E) of the F/A-18E/F Weapons System. Work will be performed at Naval Air Station, Patuxent River, Md., (62%) and St. Louis, Mo., (38%); and is expected to be completed by October 2001. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Dillingham Construction Pacific, Ltd., dba Hawaiian Dredging Company, Honolulu, Hawaii, is being awarded a $16,190,000 firm-fixed-price contract for construction of bachelor enlisted quarters at the Marine Corps Base Hawaii, Kaneohe Bay, Oahu, Hawaii. Work will be performed in Oahu, Hawaii and is expected to be completed by August 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 34 proposals solicited and three offers received. The Regional Officer in Charge of Contracts, Naval Facilities Engineering Command, Pacific Division, Pearl Harbor, Hawaii, is the contracting activity (N62472-99-C-1308).

UBC, Inc., Tampa, Fla., is being awarded a not-to-exceed $14,856,444 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for procurement of 224 Steerable Antenna Systems (SAS). The SAS is used in subscale aerial targets, in conjunction with threat emitters when evaluating weapon systems and training weapons system operators, and during development testing of new weapon systems. Work will be performed in Tampa, Fla., and is expected by completed by January 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured having 10 proposals solicited and one offer received. The Naval Air Warfare Center Weapons Division, Point Mugu, Calif., is the contracting activity (N68936-01-D-0008).

Computer & Hi-Tech Management,* McLean, Va., is being awarded a $5,251,219 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for computer and telecommunications services. These services include activities involving analysis, design, development, installation, deployment, integration, operations, procurement, configuration management, logistics, maintenance and life cycle support functions for various automated information systems for Space and Naval Warfare (SPAWAR) Systems Center Charleston, National Capital Region. Approximately 90 percent of the work covered under this contract will be for non-DOD customers, i.e., Veteran's Administration, Internal Revenue Service, Secret Service, Coast Guard, and Library of Congress. Navy tactical systems and the Defense Communications Systems for the Naval Computer Telecommunications Area Master Stations (NCTAMS) sites are also covered under this contract. This contract includes options, which, if exercised, would bring the cumulative value of this contract to $18,568,784. Work will be performed in Washington, D.C., and is expected to be completed by January 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the SPAWAR Systems Center Charleston E-commerce web site with an unlimited number of proposals solicited and three offers received. The SPAWAR Systems Center Charleston is the contracting activity (N65236-01-D-6818).

DEFENSE LOGISTICS AGENCY

Interstate Steel Supply Company/Metals USA, Philadelphia, Pa., is being awarded a $6,195,387 modification to firm-fixed-price with economic price adjustment/indefinite quantity contract for prime vendor metals. There were 613 proposals solicited and eight received. Work will be performed at Canton, Mass.; Warminster, Pa.; Kent, Wash.; Kennesaw, Ga.; York, Pa.; Manchester, Conn.; Santa Fe Springs, Calif.; and Plantation, Fla. and is expected to be completed by March 9, 2002. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0500-98-D-0015).
