                DENYING PETITION FOR WAIVER OF 
              SECTION 36.611(a) AND 36.612 OF THE 
                       COMMISSION'S RULES

     On April 6, 1998, ITCs, Inc., filed an application for review on behalf of Tri-County Telephone
Association and TCT West, Inc. The application for review was filed requesting that the Commission review
and reverse an Accounting and Audits Division Order denying a waiver of Sections 36.611(a) and 36.612 of
the Commission's rules.

     Interested parties may file comments on the application on or before May 9, 1998, and reply comments
on or before May 24, 1998, with the Secretary, Federal Communications Commission, 1919 M Street, N.W.,
Room 222, Washington, D.C. 20554.  Comments and reply comments should reference ASD 98-54.  An
original and nine (9) copies of each pleading should be sent to the Secretary, Federal Communications
Commission, 1919 M Street, N.W., Room 222, Washington, D.C., 20554.  A copy of the pleading should also
be sent to Andrew Mulitz, Legal Branch, Accounting Safeguards Division, Common Carrier Bureau, and to
the Commission's contractor for public service record duplication:  International Transcription Service (ITS),
1231 20th Street, N.W., Washington, D.C. 20036.  Copies of the application may be obtained from the
