       COMMON CARRIER BUREAU SEEKS COMMENT ON ACCESS TARIFF REVIEW
                         PLANS FOR JULY 1, 1998

The Common Carrier Bureau requests comment on the tariff review plans (TRPs) LECs must
submit on April 2, 1998 in support of their proposed access charges effective July 1, 1998. 
The Bureau intends to modify the TRPs used by price cap and rate of return carriers in
support of their January 1, 1998 access charges.   

TRPs display basic information on access charges in an industry-wide format in the most
effective and least burdensome possible method.  The Bureau updates the TRPs prior to each
required filing of access charges to reflect changes in Commission rules.  TRPs are subject
to approval by the Office of Management and Budget in accordance with the provisions of
the Paperwork Reduction Act, 44 U.S.C.  3506 et seq.  When filing comments, please
reference the internal file number:  CCB/CPD 98-11.

Interested parties wishing to express their views regarding modifications and improvements
to the TRPs may do so by letter addressed to the Chief, Competitive Pricing Division,
Common Carrier Bureau, Federal Communications Commission, 1919 M Street, N.W.,
Room 518, Washington, DC  20554.  We invite comment on the TRPs for LECs subject to
price caps or rate-of-return regulation.  We also request comment from the price cap LECs
on exogenous cost changes, if any, beyond those included in the 1998 annual access  filings. 
Comments should be received by March 5, 1998.  A copy of each comment should also be
provided to the International Transcription Service (ITS), the Commission's duplicating
contractor, at its office at 2100 M Street, N.W., Suite 140, Washington, D.C. 20037 and
one copy with the Chief, Competitive Pricing Division, Room 518, 1919 M Street, N.W.,
Washington, D.C. 20554.

Comments will be available for public inspection and copying in Room 518, 1919 M St.,
NW., Washington, DC  20554.  Copies may also be obtained from ITS.  For further
