FY98-99 Great Lakes Priorities and Funding Guidance

Summary of FY 1998 GRANT PROCESS

In November, 1997, GLNPO solicited preproposals for $3.7 million in projects to be funded during 1998. The requested funding categories were: habitat protection and restoration; contaminated sediments; pollution prevention; exotic species; and emerging issues.

In response, 128 applicants submitted 230 preproposals, seeking $30.2 million. The number of applicants and preproposals decreased from FY97 (from 140 and 289, respectively); while the total funding requested increased (from $26 million).

Applicants include: State agencies (35 preproposals); Universities (59); Federal agencies or research centers (38 ); Tribal organizations (10); Counties or Municipalities (15); and Others ( 73). The number of applications from State agencies and Federal agencies was down considerably from the previous year, while the number of applications from most other types of organizations stayed about the same. 65% of the preproposals were submitted electronically using GLNPO's pilot electronic submission program.

The success of this program will be evaluated following completion of the review process. EPA staff (including "Lake Teams" having State, Tribal, and other Federal participants) are now helping evaluate the preproposals.
