The purpose of this transmittal is to provide information regarding "Quiet Pavements" activities. The attached memorandum is intended to provide guidance to a State DOT(s) that wants to develop a Quiet Pavement Pilot Program (QPPP) or conduct "quiet pavement" research. The memorandum also provides information on the QPPP already implemented by the Arizona Department of Transportation. This memorandum was developed in response to recent inquiries on the FHWA's noise policy and position regarding quiet pavements, and has been coordinated with the Offices of Pavement Technology and Safety Design.
