U.S. Department of Labor and Associated Builders and Contractors Establish Partnership to Promote Awareness of Labor Laws

WASHINGTON—The U.S. Department of Labor (DOL) and the Associated Builders and Contractors, Inc. (ABC) signed a cooperative agreement today to promote greater awareness of, and compliance with, DOL’s employment laws affecting the construction industry.

Construction is a dynamic field that contributes to our economic growth and improves the quality of life of millions of American families,” said Deputy Secretary of Labor Steven Law. “This partnership will help the Labor Department and ABC get invaluable information to workers and employers in the construction industry, so that we advance the goal to ensure fair, safe and healthy work environments.”

The partnership was established through DOL’s new Partnerships for Compliance Assistance Program (PCAP). As a partner, ABC will help DOL educate construction industry employers about resources that are available to help them fulfill their responsibilities under the laws administered by DOL.

“This new partnership with the U.S. Department of Labor will improve communications on current law and new provisions that will affect the valuable people who work for our members,” said Bob Piper, Vice President of Workforce Development, ABC National. “We are honored to advance this valuable initiative with the Department of Labor.”

Examples of activities DOL and ABC will collaborate on include promoting new compliance assistance tools and disseminating compliance assistance information. In addition, ABC will feature DOL’s compliance assistance tools in Construction Executive, an industry magazine circulated to more than 40,000 readers. DOL will also hold a session for attorneys and human relations professionals at ABC’s Attorney’s Conference in Washington, D.C., December 1-3, 2004 and a labor law seminar at ABC’s Education Conferences in New Orleans, April 20-22, 2005.

ABC is a national association representing 23,000 merit shop construction and construction-related firms in 80 chapters across the U.S. ABC’s membership represents all specialties within the U.S. construction industry and is comprised primarily of firms that perform work in the industrial and commercial sectors of the industry.

DOL’s Office of Compliance Assistance Policy (OCA) created PCAP to complement DOL’s public outreach efforts and help protect the wages, benefits and safety of America’s workforce. Secretary of Labor Elaine L. Chao established OCA as part of DOL’s Compliance Assistance Initiative.
