Labor Department Receives President’s Quality Awards for Strategic Management of Human Capital and Budget and Performance

WASHINGTON—The Department of Labor recently received two 2004 Presidential Awards for Management Excellence—one for DOL's Strategic Management of Human Capital and one for Budget and Performance Integration. The President's Quality Award is the highest award given to Executive Branch agencies for management excellence and for specific management initiatives as outlined in President George W. Bush's Management Agenda (PMA).

“The Department of Labor has been recognized as a leader in the implementation of the President's Management Agenda by adopting performance-based budgets that set real goals and hold managers accountable for achieving those goals,” said Secretary of Labor Elaine L. Chao. “Our success reflects our focus on assembling a diverse, high performance team at the department, which is essential to effectively serve America's workforce in the 21st century.”

Patrick Pizzella, the Labor Department's assistant secretary for administration and management, accepted the awards on behalf of the department from Clay Johnson, deputy director for management at the Office of Management and Budget, and Kay Coles James, director of the Office of Personnel Management (OPM), whose agency administers the President's Quality Award.

The award ceremony was held on Dec. 14 at the Corcoran Gallery of Art in Washington, D.C.
