OGE Impartiality- In whose Eyes, May 6, 2009 (REVISED DATE) . This course will make sure you know how to handle the most common appearance problems resulting from your employees’ personal and business relationships. The course will help you identify the tree rules under the Personal and Business Relationships standard, decided when the reasonable person question is requested, analyze the covered relationship rule, analyze the household member rule, decided when to use the other appearances rule, and recommend remedies for appearance problems. Post Employment, June 24, 2009. This course provides an overview of the post-employment statute, 18 U.S.C. § 207, as well as a step-by-step methodology for analyzing post-employment situations. Course format includes lecture and practical exercises.

Misuse of Position - July 15, 2009:  This course provides a broad overview of Subpart G. Attendees identify violations related to the four misuses of positions standards:  Public Office for Private Gain, Nonpublic Information Government Property, and Official Time.  Participants also complete activities to determine if misuse occurred, and recommend corrective action.   The course format includes lecture and practical exercise.

Seeking Employment – August 19, 2009:  This course enables participants to determine whether employees are participating personally and substantially in a particular matter that would have a direct and predictable effect on the financial interests of a prospective employer.  They also learn how to determine whether the employees` activities constitute seeking employment and identify appropriate remedies for possible conflicts.  The course format includes lecture, brainstorming, practical exercises, independent reading, and case scenarios.

Post Employment – September 2, 2009:  This course provides an overview of the post-employment statute, 18 U.S.C. § 207, as well as a step-by-step methodology for analyzing post-employment situations.  The course format includes lecture and practical exercises.

Conflicting Financial Interests – October 8, 2009:  This course is presented in two parts.  Part I explains how to identify disqualifying financial interest under 18 U.S.C. § 208.  Part II explains how to handle disqualifying financial interests by suggesting remedies to resolve conflicts, referring cases to the Inspector General and/or the Department of Justice, and notifying OGE of referrals.

Analyzing Gift Issues – November 4, 2009:  As the ethics counselor and caretaker of your agency’s ethics program, you often must help your employees steer a course through the sometimes tricky terrain of gift giving.  With so many occasions to give and receive gifts, is it any wonder that employees are unsure about what they can and cannot do?

Gifts Between Employees – December 3, 2009:  This course helps participants determine who employees may give gifts to, and receive gifts from, and identify the general standards for gifts between employees.  Participants differentiate the categories of gift exceptions, and discover the circumstances under which employees may solicit and/or make contributions for a gift.  The course format includes lecture practical exercises and case studies.

Certifying Confidential Financial Disclosure (OGE-450) Reports – January 13, 2010:  This course will help you to correctly identify and resolve real and potential conflict of interest issues reported on OGE Form 450 reports are the hallmarks of an effective reviewer.  This course shows you how to successfully complete a technical review and conflict analysis of the OGE 450 form.

Gifts from Outside Sources – February 2, 2010:  This course explores the inherent pitfalls when Federal employees receive gifts from outside sources and identifies what constitutes prohibited gifts from outside sources.  The course format includes lecture, practical exercises, brainstorming, discussion, and case studies

Public Financial Disclosure (SF-278) Review Course, Not scheduled at this time. This course focuses on the skills and knowledge required to review and analyze the Executive Branch Public Financial Disclosure Report (SF 278). Participants practice determining technical accuracy, potential conflicts of interest, and appropriate remedial actions. Attendees apply this knowledge by analyzing Chris Cleer’s SF 278, using various review aids, such as a prohibited sources list.
