Crossover

GSA is currently accepting contract modifications to offer additional telecommunications services on existing local or long distance contracts. This form of modification is called "crossover." Crossover allows for additional competition in a specific functional area or market.

There are three types of crossover modifications:

  • Type One: Contract crossover from an MAA type contract (i.e., MAA or WITS2001) to provide service in another MAA geographic area.
  • Type Two: Contract crossover from a long distance contract (i.e., FTS2001) to provide local service (i.e., MAA or WITS2001). Long distance contractors must first comply with Request for Qualification Statement requirements prior to submitting a crossover proposal.
  • Type Three: Contract crossover from an MAA type contract to provide long distance service (i.e., FTS2001).

A one-year forbearance period must elapse for all local or long distance contracts to be eligible for crossover. To be considered, vendors must submit a proposal that meets the necessary technical and management requirements.
