SUBJECT: ACTION: 2003 CMAQ Annual Report

The purpose of this memorandum is to remind all Division Offices that the FY 2003 Congestion Mitigation and Air Quality Improvement (CMAQ) program annual reports were due February 1, 2004. As you know, the annual reports should reflect all of the projects for which CMAQ funds were obligated in FY 2003.

In order to assist you in preparing your annual report, we have attached a spreadsheet which provides a state-by-state listing of the FY 2003 FMIS obligation amounts and the FTA transfer amounts as of September 30, 2003. State reports should match these numbers. We intend to send this out in October in future years to assist your report development.

We are transitioning to an electronic data collection system so, if you have not yet submitted your report, we strongly encourage you to submit it through the electronic CMAQ Tracking System (see below). It will speed up the process for all involved. However, for the time being we will accept annual reports through email or in hardcopy if needed . If you choose this option, please e-mail it to Michael.Koontz@fhwa.dot.gov, or mail it to the Office of Natural and Human Environment (HEPN-10), or fax it to 202-366-3409. Since our mail delivery has been temporarily suspended, if you prefer to send a hard copy, please call our office first to check the status of mail service, or send it via FedEx.

CMAQ Tracking System

As you may be aware, over the last two years we have been working to implement the FHWA internet-based CMAQ Tracking System. The Tracking System is now fully functional and many areas have begun submitting CMAQ annual reports through the Tracking System. Most States have found it easy, fast and efficient to submit reports this way. The system allows States and MPOs to enter data for your approval electronically and you, in turn, to review and forward the data to headquarters quickly and easily. The system is set up to allow editing of data, entering data for multi-year projects with only obligation updates needed in subsequent years, and the ability to create MPO- and State-level reports just like the ones used in the national report. We strongly recommend you give it a try this year.

The User's Guide for the CMAQ Tracking System is attached (PDF1 version - 600 KB). The System also contains "help" pages designed to walk you through how to use the system.
