THE OFFICE OF GENERAL COUNSEL FOR INTERNATIONAL LAW The Office of General Counsel for International Law (GCIL) provides legal advice to NOAA on international law, particularly the UN Law of the Sea (LOS) Convention and other international agreements regarding marine environmental and maritime issues. GCIL's advice is relied upon by NOAA program and headquarters staff as well as other GC Offices. The Office provides legal analysis, guidance, drafting assistance, and other legal services to assure that NOAA's policy development and activities are consistent with, and take into account, the LOS Convention and other rules of international law. GCIL further helps NOAA program and headquarters staff pursue and protect NOAA's interests in the context of interagency and international working groups. Finally, GCIL is called upon to review and help develop domestic legislation and advise on other matters that involve the LOS Convention and other rules of international law. GCIL has three staff attorneys (Lindy Johnson, Ole Varmer, and Derek Campbell) and one support staff (Alma Lyons). The head of the office is Peter Oppenheimer, Senior Counselor.
