PASRR Program (Preadmission Screening and Resident Review)

 

Medicaid regulations require States to maintain a PASRR program to screen nursing facility applicants and residents for serious mental illness.

 

PASRR is part of the Federal Omnibus Budget Reconciliation Act. The rules regarding the PASRR process are found in the Code of Federal Regulations Part 483, Subpart C. Volume 57, No. 230. 

 

The purpose of PASRR is to assess, through progressive screening, whether applicants for nursing facilities have mental illness or retardation, and if the nursing facility is an appropriate placement. 

 

PAS Level I screening identifies nursing facility applicants who might have a serious mental illness. Medicaid regulations require States to conduct a Level I screening of all prospective nursing facility applicants, If the Level I screening determines there is evidence of a serious mental illness, then administration of a Level II screen/assessment is required. 

 

PAS Level II evaluations and resident reviews typically involve an in-depth clinical assessment by trained mental health and medical professionals.  The evaluation verifies whether or not (a) an individual has a serious mental illness (b) the individual requires specialized services (in Oregon, this is defined as inpatient hospital level psychiatric services) (c) the nursing home is an appropriate level of care.
