Services for Children and Adults with Developmental Disabilities


Overview


The DD Licensing Unit of the Office of Licensing and Quality of Care monitors licensed and certified agencies or organizations that provide developmental disability services for children and adults which include residential and employment programs across the state of Oregon.

There are licensed and certified programs for children and adults that include:

Services for children are provided through:

Residential programs that provide 24-hour care are licensed by the State of Oregon on a biannual basis. Supported Living, Semi-Independent Living and Support Services are certified on a biannual basis and Employment and ATE programs are certified every three years. Childrens 24-Hour residential services are licensed annually and the Foster and Proctor care are certified annually.

Licensing for Adult Services: Supports-Adults



Adult 24-Hour Residential Facilities

Residential facilities provide training and supports, in homes in the community, to adults with developmental disabilities who require 24-hour support, supervision and training. Programs provide room and board as well as an array of services to one to five individuals per home. Programs are responsible for monitoring and providing for the health, safety, dietary, behavioral, mental health and recreational needs of individuals. Ancillary services such as nursing, occupational therapy, speech therapy, behavioral consulting, etc. are available based on individual need. All 24-Hour Residential programs in Oregon are required to use the Individual Support Plan System, which defines the supports services provided. Each 24-hour group home must comply with DHS' licensing standards, which are defined in Oregon Administrative Rules 411-325-0010 through 411-325-0480.

The Department will conduct a licensing review of the services prior to the renewal of the license. The review will be unannounced, be conducted 30 to 120 days prior to the expiration of the license and will review compliance with the Oregon Administrative Rules. Each license to operate a residential home or facility will expire two years following the date of issuance.

Adult Foster Care

Adult Foster care homes provide 24 hours of support and services in a community home for adults with developmental disabilities. Foster homes are licensed to support five individuals. Foster providers or foster parents provide assistance with activities of everyday living, from grooming and eating to leisure activities; and access to services which help individuals maintain or increase their levels of independence. Room and board is included in the service. At least 45 days prior to the expiration of the license a reminder notice will be sent to the provider for renewal. The licensing review will be conducted by the CDDP. Foster Homes must comply with DHS standards, which are defined in Oregon Administrative Rules 411-360-0010 through 411-360-0310.

Certification for Adult Services: Supports-Adults


Supported Living Programs (SLP)

Supported Living Services provide individualized supports, delivered in a personalized manner, to individuals who live in the home of their choice. Levels of support are based on the individuals needs and preferences as defined in the Individual Support Plan. Services include room and board and up to 24 hours of training and support, which promote opportunities for individuals to be a part of and participate in the community in which they live. Services must comply with standards required by DHS for certification, which are defined in Oregon Administrative Rules 309-041-0015 through 309-041-0024.

The Department will conduct a review of the services prior to the renewal of the certificate. The review will be unannounced, be conducted 30 to 120 days prior to the expiration of the certificate and will review compliance with the Oregon Administrative Rules. Each certificate to operate a supported living program will expire two years following the date of issuance.

Support Services for Adults

Support services for adults provide opportunities for people with developmental disabilities to design and manage supports they need to live in their own homes or in their family homes. Adults and families of children receive assistance to identify needs, design formal and informal support strategies, gain access to a variety of private and public resources, direct staff, fulfill employer responsibilities, and monitor the quality of supports.

Support Services are provided through Brokerages. Support Services Brokerages must comply with standards required by DHS, which are defined in Oregon Administrative Rules 411-340-0010 through 411-340-0180.

The Department will conduct a certification review of the brokerage services prior to the renewal of the certificate. The review will be unannounced, be conducted 30 to 120 days prior to the expiration of the certificate and will review compliance with the Oregon Administrative Rules. Each certificate to operate a brokerage service will expire two years following the date of issuance.

Employment and Alternatives to Employment Programs

Employment and Alternatives to Employment (ATE) services refers to the variety of non-sheltered and sheltered services that employ individuals with developmental disabilities. Supported employment is the desired method of providing employment services. Alternatives to Employment Services, includes services for individuals whose age or condition preclude employment situations. The overall purpose of employment and alternatives to employment services is to provide services that promote individuals opportunities for integration, independence and productivity and are based upon individual needs. Programs must comply with DHS standards, which are defined in Oregon Administrative Rules 411-345-0010 through 411-345-0300.

The review will be unannounced, be conducted 30 to 120 days prior to the expiration of the certificate and will review compliance with the Oregon Administrative Rules. Each certificate to operate an employment and alternative to employment will expire three years following the date of issuance.

Licensing for Children: Supports-Children


Childrens 24-Hour Residential Services:

The DD Licensing Unit of the Office of Licensing and Quality of Care monitors licensed and certified agencies or organizations that provide developmental disability services for children. 24 Hour Residential homes for children provide residential services in 1 to 5-bed homes. These homes are licensed bi-annually and must comply with Oregon Administrative Rules 411-325-0010 through 411-325-0480.

The Department will conduct a licensing review of the services prior to the renewal of the license. The review will be unannounced, be conducted 30 to 120 days prior to the expiration of the license and will review compliance with the Oregon Administrative Rules. Each license to operate a residential home or facility will expire two years following the date of issuance

Certification for Children: Supports-Children


Childrens Foster Care

Childrens Foster Care refers to homes, which are certified by the DD Licensing Unit of the Office of Licensing and Quality of Care. The Licensing Unit monitors the provision of care and services for children with developmental disabilities and seeks to ensure that the health, safety and best interests of children are served through a partnership with the Division, the family/guardian and the foster family. Standards and procedures for the provision of care and services for Child Foster Care are found in  Oregon Administrative Rules 413-200-0301 through 413-200-0401.

The Division will determine compliance with these rules based on receipt of the completed application material, an investigation of information submitted, an inspection of the home, a completed home study and a personal interview with the provider. A certificate is valid for one year.

Proctor Care

Proctor Care refers to comprehensive residential programs certified by the Department of Human Services, that provides intensive child focused contracted foster care, training, and support to children with developmental disabilities, experiencing emotional, medical or behavioral difficulties. Proctor homes must comply with DHS standards which are defined in Oregon Administrative Rules 411-335-0010 through 411-335-0390.
