WASHINGTON -- The U.S. General Services Administration (GSA) awarded a contract for a fully-integrated financial management system to American Management Systems, Inc. (AMS) of Fairfax, VA on May 1. The contract term is for one year with 10 one-year options. The initial delivery order is for $1.39 million. The contract allows GSA to purchase software, documentation, training, standard maintenance and technical services.

Contract award was made through GSA's Office of Information Technology Integration Procurement Services Center. This award resulted from a competitive procurement conducted under the Financial Management Systems Software Schedule Program.

GSA's existing mainframe-based core financial system and its subsystems will be replaced with AMS' Momentum, a commercial off-the-shelf (COTS) client/server integrated financial management system. GSA's goal is to have completely electronic financial management processes with linked, standardized data that is easily accessible in GSA's headquarters and 11 Regional offices.

Momentum complies with the Joint Financial Management Improvement Program (JFMIP) system. It provides a broad set of integrated functions, including budget planning and execution, general ledger, purchasing, payables and receivables management, and cost accounting. Key features of the new system include on-line source data entry, workflow automation, robust reporting, and on-line query capabilities.
