Alliant SB Delegation of Procurement Authority

Federal buyers who wish to use the Alliant SB GWAC must receive Alliant SB contract overview training and be granted a written Delegation of Procurement Authority (DPA), prior to issuing task orders, whereupon they will become Ordering Contracting Officers (OCOs). Delegations are required by GSA’s Quality Assurance Plan in accordance with the Office of Management and Budget guidelines.

Delegations of Procurement Authority training may be accomplished through either a webinar or a conference call hosted by the Alliant SB Team.

Description of Course: This session covers operational level topics such as definitions, scope, ordering, price and cost, roles and responsibilities and a how to best utilize the Alliant SB website. Upon completion, warranted contracting officers are eligible to receive a DPA to place and administer task orders against Alliant SB.

Who should attend: All members of an acquisition team are welcome to attend including program managers, small business specialists, contract specialists and contracting officers.

Webinar: The Small Business GWAC Center has provided a recorded version of our March 4, 2009 DPA Webinar. Federal customers interested in viewing the presentation are asked to send their requests to alliantsb@gsa.gov . Details will be sent upon receipt of requests.

Conference Call: The Alliant SB Team is available to provide DPA training via conference call for federal customers. To start the process, please send the following information to delegations@gsa.gov  (Please place Alliant SB Delegation in the subject line):

  1. Agency name, individual(s) full name, street address, email address, phone number, and fax number for each Contracting Officer requesting delegation of procurement authority.
  2. Scan and email a copy of each Contracting Officer's Warrant to the names listed above or copies may be faxed to (816) 823-1608.
  3. Names of other individuals who may be participating in the training such as contracting specialists or program personnel.


Upon receipt of this information, a member of the Alliant SB Team will contact the ordering Contracting Officer to set up a training date and time. Please allow approximately 30-45 minutes for the training. For maximum benefit, access to a conference phone, computer, and the Internet is recommended.   

After the training is completed, a DPA memorandum will be sent to each Contracting Officer for signature. It is possible for a delegation to be granted in the same day as the training.
