AIR FORCE

Lockheed Martin Corp., Ft. Worth, Texas was awarded on Aug. 20, 1999, a $324,433,803 firm-fixed-price contract to provide for twenty-four F-16 aircraft (12 C models, 12 D models) and associated mission equipment. This effort supports foreign military sales to Egypt, who is providing the funding for this action. Expected contract completion date is March 2002. Solicitation issue date was May 17, 1999. Aeronautical Systems Center, Wright-Patterson AFB, Ohio, is the contracting activity (F33657-99-C-2010).

Sterling Semiconductor Inc., Sterling, Va., is being awarded a $5,969,264 ($2,984,632 Government Portion; $2,984,632 Contractor Portion) cost-share contract to provide for development of a domestic merchant manufacturing capability for large diameter electronic-grade silicon carbide substrates to be used in production of semiconductor chips. This was a program research and development announcement,and there were five proposals received. Expected contract completion date is Dec. 20, 2002. Solicitation issue date was April 12, 1999. Negotiation completion date was Aug. 9, 1999. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-99-C-5317).

Lockheed Martin Corp., Sunnyvale, Calif., and Hughes Space and Communications Company, El Segundo, Calif., are being awarded a $44,499,925 ($22,250,000 Lockheed Martin; $22,249,925 Hughes Space) firm-fixed-price contract to provide for system definition of the advanced Extremely High Frequency (EHF) communication satellite program. Each contractor will perform system requirements analyses to develop a final system specification and develop an advanced EHF design. There were nine firms solicited and two proposals received. Expected contract completion date is March 31, 2001. Solicitation issue date was May 6, 1999. Negotiation completion date was Aug. 5, 1999. Space and Missile Systems Center, Los Angeles AFB, Calif., is the contracting activity (F04701-99-C-0027, Lockheed Martin; F04701-99-C-0028, Hughes Space).

ARMY

SGS*, L.L.C., Oklahoma City, Okla., is being awarded $9,447,000 (base year total) as part of a $10,955,928 (total if all options are exercised) firm-fixed-price contract to design/build a Squadron Operations/Mobility Center. The project consists of design and construction of a three-story facility for two operational flying squadrons supporting crew activities and flight operations, with administrative space, briefing rooms and mission planning areas; life support function with training rooms, storage areas, and work centers; and base mobility functions to include warehousing, pallet build-up area and air passenger terminal. Also included are landscaping, parking, on-site utilities, demolition of existing building 224 and asbestos removal. Work will be performed at Tinker Air Force Base, Okla., and is expected to be completed by July 12, 2001. Contract funds will not expire at the end of the current fiscal year. There were 184 bids solicited on April 21, 1999, and six bids were received. The U.S. Army Corps of Engineers, Tulsa, Okla., is the contracting activity (DACA56-99-C-0046).

ACC Construction Co. Inc.*, Augusta, Ga., is being awarded a $23,704,029 firm-fixed-price contract for construction of a whole barracks complex renewal. The project consists of construction of a whole barracks complex for 168 soldiers which includes one 72-soldier barracks building, one 96-soldier barracks building, one soldier community building, one battalion headquarters with classroom building, and multiple company operations facilities. Also included are demolition, site development, new building construction, existing facility renovation, utilities, road improvements, parking lots and landscaping. Work will be performed at Ft. Benning, Ga., and is expected to be completed by Oct. 31, 2002. Contract funds will not expire at the end of the current fiscal year. There were 179 bids solicited on May 27, 1999, and five bids were received. The U.S. Army Corps of Engineers, Savannah, Ga., is the contracting activity (DACA21-99-C-0038).

NAVY

McDonnell Douglas Corp., a wholly owned subsidiary of The Boeing Company, St. Louis, Missouri, is being awarded a $26,089,990 firm-fixed-price contract for the FY 99 requirement for 30 SLAM-ER missiles, including 18 with government furnished equipment warheads, 7 exercise rounds and 5 training rounds and to procure long lead materials for 24 additional SLAM-ER missiles. Work will be performed in St. Louis, Mo. (59%); Clearwater, Fla. (17%); Melbourne, Fla. (8%); Middletown, Conn. (5%); and at various locations across the United States (11%) and is expected to be completed by May 2001. Contract funds will not expire at the end of the current fiscal year. The contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity (N00019-99-C-1443).

Thermotrex Corp., San Diego, Calif., is being awarded a $7,063,860 indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee pricing for research and development on the Rapid Optical Beam Steering System, a novel optical tracking system with both a wide field of regard and high resolution fast tracking capability, two characteristics that are usually mutually exclusive in an optical system. This contract contains options, which, if exercised, will bring the total cumulative value to $9,846,233.

Work will be performed in San Diego, Calif., and is expected to be completed by August 2002. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through a Broad Agency Announcement published in the Commerce Business Daily, and one offer was received. Space and Naval Warfare Systems Center, San Diego, Calif., is the contracting activity (N66001-99-D-6009).
