DEFENSE LOGISTICS AGENCY

Drager Service, Telford, Pa., is being awarded an estimated annual $10,000,000 firm-fixed-price indefinite-quantity contract for anesthesia maintenance services. Eight proposals were solicited and three were received. Work is expected to be completed by Aug. 18, 2000. Funds will not expire at the end of the fiscal year. The Defense Supply Center Philadelphia, Philadelphia, Pa., is the contracting activity (SP0200-99-D-8025).

ARMY

Whitesell Green Inc., Pensacola, Fla., is being awarded an $8,128,000 firm-fixed-price contract to design/build a single story Army aviation simulation center to incorporate state-of-the-art computer systems. Approximately half of the building will be a clear-span open-bay area to house simulators and support functions including a semi-trailer loading dock. The remainder of the facility will be primarily demountable partitions on access flooring for classroom areas. Some hard-walled office areas and mechanical/electrical support areas are required around the perimeter of this area. Two 100-person auditoriums are required with fixed seating. Sitework will include parking, access drives, landscaping and irrigation. Work will be performed at Ft. Rucker, Ala., and is expected to be completed by Aug. 20, 2001. Contract funds will not expire at the end of the current fiscal year. There were 147 bids solicited on May 18, 1999, and four bids were received. The U.S. Army Corps of Engineers, Mobile, Ala., is the contracting activity (DACA01-99-C-0052).

NAVY

Orion Construction, Inc., Houston, Texas; Triton Marine Construction Corp., Bremerton, Wash.; and Manafort Brothers Inc., Plainville, Conn., are being awarded a firm-fixed-price, indefinite-quantity, multiple awardee construction contract for waterfront construction . Orion Construction, Inc., is being awarded the initial project in the amount of $5,654,000 (base bid item) with options to be exercised for a total cumulative value of $8,637,900. The initial project provides for the repair of seven piers and the demolition of Pier 4 at the Naval Submarine Base, New London, Groton, Conn. The remaining two contractors are being awarded the minimum

guarantee of $50,000.00 each. The total contract amount is not to exceed $30,000,000. Work will be performed primarily in, but not limited to, Groton, Conn.; New London, Conn.; Lewes, Del.; Wilmington, Del.; Brunswick, Maine; East Machias, Maine; Winter Harbor, Maine; Kittery, Maine; South Weymouth, Mass; Portsmouth, N.H.; Colts Neck, N.J.; Lakehurst, N.J.; Rome, N.Y.; Willow Grove, Pa.; Mechanicsburg, Pa.; Philadelphia, Pa.; Newport, R.I.; White River Junction, Vt.; and Burlington, Vt.; and is expected to be completed by November 2003. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 81 proposals solicited and nine offers received. These contractors may compete for task orders under the terms and conditions of the existing multiple awardee contract. The Engineering Field Activity North, Naval Facilities Engineering Command, Lester, Pa., is the contracting activity (N62472-99-D-0801, N62472-99-D-0802, and N62472-99-D-0803).

Pacific Science & Engineering Group, Inc., San Diego, Calif., is being awarded a $25,665,540 indefinite-delivery/indefinite quantity contract with a cost-plus-fixed-fee-pricing arrangement for human systems simulation and engineering research, development, test and evaluation. The goal is to develop and integrate advanced human factors technologies into the design of highly advanced command and control and battle management systems so they are safe, enhance system performance, accommodate the limits of human performance, and exploit the advantages of the human operator in the process. There is a minimum guarantee of $769,966. Work will be performed in San Diego, Calif., and is expected to be completed by August 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through the Commerce Business Daily and two offers were received. Space and Naval Warfare Systems Center San Diego, Calif., is the contracting activity (N66001-99-D-0050).

Johnson Controls, Inc., Cape Canaveral, Fla., is being awarded a $9,085,057 firm-fixed price, indefinite-quantity, award fee incentive contract for the base operating and support services at Naval Air Station, Patuxent River. This contract contains options, which, is exercised, would bring the cumulative value of this contract to $88,874,945. Work will be performed in Patuxent River, Md., and is expected to be completed by October 2007. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 51 proposals solicited and ten offers received under Phase I of the solicitation and four offers received under Phase II. The Engineering Field Activity Chesapeake, Naval Facilities Engineering Command, Washington, DC, is the contracting activity (N62477-99-D-0008).
