ARMY

Logicon Advanced Technology, San Pedro, Calif., is being awarded an increment (appropriation number and dollar value will be issued with each delivery order) as part of a $26,868,407 (base year total) cost-plus-award-fee, indefinite delivery/indefinite quantity contract, with a not-to-exceed cumulative total of $214,000,000 if all options are exercised (one-year base period with four one-year option periods). The contractor will provide technical service in support of the Battle Command Training Program, to train Army personnel on computer hardware and software in support of Warfighter Simulations. Work will be performed at Ft. Leavenworth, Kan., and is expected to be completed by Sept. 30, 2004. There were 42 bids solicited on Dec. 2, 1998, and two bids were received. The U.S. Army Training & Doctrine Command, Ft. Leavenworth, Kan., is the contracting activity (DABT65-99-D-0001).

NAVY

Raytheon Systems Company, Sensors and Electronics Systems, Goleta, Calif., is being awarded a $62,370,913 modification to previously awarded contract N00019-98-C-0003 to exercise an option for the full rate production of 34 ALR-67(V)3 systems, plus spares for the F/A-18E/F aircraft. The ALR-67(V)3 is a radar warning receiver, which is an electronic warfare device that helps protect aircraft against radar-controlled weapons. Work will be performed in Goleta, Calif., and is expected to be completed by July 2002. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

Seaward Services, Inc., Port Everglades, Fla., is being awarded an $18,149,733 indefinite-delivery/indefinite-quantity, time and material contracting arrangement for engineering and technical support services at the South Florida Test Facility. Work under this contract entails a variety of tasks for submarine and surface ship signature trials and varied research projects in the field of ship signature measurement. Fifty-thousand dollars in contract funds will be obligated at time of award. Work will be performed in Port Everglades, Fla., and is expected to be completed by August 2004. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 62 proposals solicited and three offers

received. The Naval Surface Warfare Center, Carderock Division, West Bethesda, Md., is the contracting activity (N00167-99-D-0092).

The City of Norfolk, Norfolk, Va., is being awarded a $5,850,814 firm-fixed-price contract for layberthing services for decommissioned WISCONSIN at a non-Navy pier. This requirement covers site preparation, set up, and acceptance of decommissioned WISCONSIN from the Naval Inactive Ship Maintenance Facility, Portsmouth, Va. to the City of Norfolk. Work will be performed in Norfolk, Va., and is expected to be completed by December 2000. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured through publication in the Commerce Business Daily and via the internet, and one offer was received. The Naval Sea Systems Command, Arlington, Va., is the contracting activity (N00024-99-C-2202).

AIR FORCE

TRW Space and Electronics Group, Redondo Beach, Calif., and Spectrum Astro, Inc., Gilbert, Ariz., were each awarded on Aug. 16, 1999, a $275,000,000 firm-fixed-price contract to provide for the Program Definition and Risk reduction phase of the Space Based Infrared System (SBIRS) Low Component. This phase will result in preliminary system designs which can be used to develop, manufacture, deliver, operate, and sustain the Low Earth Orbit (LEO) component of the SBIRS System-of-Systems (SoS) architecture and perform extensive risk reduction and ground demonstration efforts. The SBIRS mission is to develop, deploy, and sustain space-based surveillance systems for missile warning, missile defense, battlespace characterization, and technical intelligence. Expected contract completion date is October 2002. Solicitation issue date was July 23, 1998. Negotiation completion date was May 21, 1999.
