Human Capital IT & Accountability
 
Staff
The Human Resources Information Technology and Accountability (HCIT&A) evaluates Department-wide human resources policies and program alignment to the Human Capital Strategic Plan, Departmental policies and civil services rules and regulations and in consonance with U.S. Office of Personnel Management (OPM) agreements and initiatives.  The staff conducts extensive reviews of all human resources programs to determine impacts on the Department to ensure optimum contributions of the personnel system to overall organizational effectiveness.

HCIT&A serves as the Department’s lead for the President’s Management Agenda Strategic Management of Human Capital Initiatives by collaborating with Components to develop the Proud-To-Be Goals in support of the Human Capital Strategic Plan.  This staff also coordinates the Department’s quarterly PMA HC deliverables and the annual Human Capital Management Report.  HCIT&A also provides leadership to annual Departmentwide employee survey and the biennial Federal Human Capital Survey in accordance with the Chief Human Capital Act of 2002. 

HCIT&A utilizes existing information systems to populate statistical arrays, and leads development and creation of systems to support short and long-range human capital planning.  The staff also provides leadership to all human resources related e-Gov initiatives including Human Resources Line of Business, Enterprise Human Resources Integration, Electronic Official Personnel Folders, etc.  HCIT&A collaborates with the Chief Information Office and Human Resources Systems Analysis Group to assure security and integrity of the Department’s human resources information systems.
