November 9, 2001 MEMORANDUM FOR BUREAU PERSONNEL OFFICERS EXECUTIVE OFFICERS OF THE OFFICES, BOARDS, AND DIVISIONS FROM: Joanne W. Simms Director, Personnel Staff Justice Management Division SUBJECT: Approval of the Department's Performance Management System (PMS) for Senior Executive Service (SES) Employees Attached is a copy of the new Department of Justice (Department) model PMS for SES employees, which has been approved by the Office of Personnel Management (OPM). The new PMS incorporates OPM's final regulations governing performance appraisal in the SES which were effective November 13, 2000, as well as the current delegations of authority for executive resources. The model plan applies to all SES employees throughout the Department except for the Federal Bureau of Investigation and the Drug Enforcement Administration. The provisions of the new PMS provide general guidelines for component heads to use in developing plans for their organizations. Component heads may adopt this plan or develop their own to tailor the plan and approach for managing SES performance to fit their unique and changing missions, operational needs, and organizational climates. To help guide the development of your PMS, I am also attaching a copy of a memorandum from Director James, OPM, that challenges all Heads of Departments and Independent Agencies to ensure that the PMS is used to hold executives accountable for performance and to formulate a Government that is citizen-centered, results-oriented, and market-based. Component developed performance plans must be consistent with law and regulation approved prior to implementation. Please submit your request for approval to: Valerie M.
