LofthusActing Assistant Attorney General for Administration SUBJECT: Emergency Leave Transfer Program (ELTP) Request For Leave Donations for Another Agency Last year's devastating storm in the southern region of the United States, Hurricane Katrina, continues to affect employees of one of the largest Federal agencies--the U.S. Department of Agriculture (USDA). Through the Emergency Leave Transfer Program (ELTP), employees from other agencies may voluntarily donate their annual leave to their fellow USDA employees impacted by Hurricane Katrina. This will reduce or alleviate some of their financial hardship caused by insufficient leave. Employees within your component who would like to make a donation should submit form OPM 1638 located at: http://www.opm.gov/FORMS/PDF_FILL/opm1638.pdf. The form should be completed and forwarded to the leave sharing program coordinator in your component.
