Benefits and RatesGSA's personal property sales services can take a variety of forms. The notes below describe some of the benefits of using GSA's property sales service, summarize the rates charged to participating agencies and provide definitions to help interpret those standard rates:
Benefits of selecting GSA to do agency sales: As a service to federal customers, GSA can sell agency surplus, exchange/sale and forfeited personal property through GSA Auctions® or offline sales. Visit Surplus Personal Property Sales by geographic location for sale items that are being offered other than by electronic bidding. Online auction sales offer web-enabled auctions, electronic bidding, bids by proxy, online payment, and instant feedback. GSA provides services that will speed disposal of property and generate greater returns. These services include:
GSA provides special services for vehicle disposal. For a basic charge, GSA offers live (cry) auction or drop-by sales at the agency's location or a sealed bid sale. The Office of Personal Property Management has partnered with GSA Fleet, as part of the GSA Auctions® Sales Center, which allows GSA to offer "Value Added Services" for transportation, storage, maintenance and reconditioning of vehicles. The services and rates for the Fleet value added services are applicable to Light Duty Vehicles ONLY. Services available in some locations include the following benefits:
On an annual basis, GSA will establish national rates for basic personal property sales services. Updates will be published in a GSA Bulletin. Basic services include everything related to the actual sale of property by auction, spot bid, sealed bid, fixed price, or negotiation, and are defined below. Supplemental services, namely, transportation, storage, maintenance, and reconditioning of property prior to sale will vary according to local market conditions. a. Commodities other than vehicles - exchange/sale and other reimbursable sales. Below is GSA's basic rate structure. If an agency has special programs or circumstances that may warrant modifications, contact the appropriate servicing regional GSA Sales Office.

Note: Supplemental charges may be incurred for services required which are not listed in the basic services. (Some examples include: transportation, storage, maintenance, vehicle preparation security services, travel expenses, portable restroom facilities, and special media advertising.) GSA deducts these charges from the sales proceeds.
