USDA Forest Service specifications are now available from the Forest Service Technology and Development Center site. 

Note that this USDA site requires a user name and password. After you click the link for the ce the Technology and Development Center, enter "t-d" as both a user name and password.  When the site opens, click on "Program Areas" and then "Fire" to see PDF documents containing specifications.

Specifications include:
